Academic Background
Abdulkadir Karaarslan was born in Malatya, where he completed his primary and secondary education. He graduated from Galatasaray University, Faculty of Law, and continued part of his undergraduate studies at Rennes 1 University in France.
With a scholarship, he pursued a master’s degree in Protection of Fundamental Rights in Europe at the University of Strasbourg. He was later admitted with a full scholarship to İhsan Doğramacı Bilkent University, where he completed his Ph.D. in public law. His doctoral dissertation, entitled “Individual Application to the Constitutional Court and Practical Challenges”, earned him the title of Doctor of Law. During his doctoral studies, he also spent one year as a funded visiting researcher at the University of Strasbourg. Karaarslan also holds a Bachelor’s degree in English Language Teaching (ELT).
Proficient in English and French, Karaarslan has authored books, articles, and book chapters published in Turkish, English, and French.
Professional Experience
Av. Dr. Abdulkadir Karaarslan began his career as a public prosecutor, serving in various cities across Türkiye, including Ankara, Konya, Kastamonu, Van, and Sivas. During this period, he conducted criminal investigations covering a wide range of offenses such as organized crime, smuggling, drug trafficking, assault, manslaughter, financial crimes, theft, cybercrime, and fraud committed through information technologies. He also briefly served at the Court of Cassation (Yargıtay) before taking up a position as a rapporteur judge at the Human Rights Department of the Ministry of Justice.
In this role, he prepared submissions and observations on behalf of the Republic of Türkiye before the European Court of Human Rights (ECtHR), particularly in cases concerning freedom of expression, the right to respect for private and family life, freedom of thought, conscience and religion, the right to a fair trial, freedom of assembly and association, and the right to property. He has served as an instructor and discussant at roundtable meetings convened in numerous cities across Türkiye (Antalya, Istanbul, Sakarya, Erzurum, Afyonkarahisar, and Malatya), bringing together judges, prosecutors, and academics to address freedom of expression, freedom of the press, the right to a fair trial, and the improvement of the criminal justice system. He contributed to the translation and publication of numerous ECtHR judgments into Turkish. Furthermore, he drafted the Ministry of Justice’s submissions in individual applications before the Constitutional Court.
In cooperation with the Ministry of Justice, Karaarslan has served as an instructor and participant at human rights–focused seminars organized by the Council of Europe and the United Nations at both local and international levels; he has also represented Türkiye at international meetings held in countries such as France, Germany, and Norway. He has also served as a lecturer at the Justice Academy of Türkiye, where he taught courses on “freedom of expression” and “freedom of press” to candidate judges and prosecutors.
Most recently, between 2023 and 2025, he served as a public prosecutor at the Sivas Chief Public Prosecutor’s Office, specializing in the Fraud and Cybercrime Investigation Bureau, where he led numerous significant criminal investigations.
